Hobbs’s Vetoes Spark Outrage Over Arizona’s China Policy

Governor Katie Hobbs is under fire from Republican lawmakers and national security advocates for repeatedly vetoing legislation aimed at countering Chinese influence in Arizona, most notably her rejection last week of a bill banning land purchases by entities tied to the Chinese government.

Facing fierce criticism, Hobbs introduced a revised version of the bill this week, expanding it to include other foreign adversaries and scrapping a provision that would have allowed Chinese entities to acquire property under certain conditions for three years.

Critics argue this is a calculated move to dodge accusations of being soft on China, especially since she vetoed another China-focused bill last month, for the second year in a row, which would have barred Arizona’s healthcare and research institutions from using genetic sequencing equipment and software from Chinese genomics firms like BGI Genomics, blacklisted by the Pentagon and Commerce Department for ties to Beijing’s military and human rights abuses.

“This bill is unnecessary,” Hobbs wrote in a brief May 2 veto letter, offering no further reasoning.

Critics Slam Hobbs for Leaving Arizona Vulnerable

The vetoes have drawn sharp rebukes, with Michael Lucci, founder of State Armor, criticizing Hobbs for blocking Rep. Leo Biasiucci’s efforts to protect Arizonans’ genomic data from the Chinese Communist Party (CCP).

“Rep. Leo Biasiucci worked hard to make Arizona the first state to protect its citizens’ genomic data from the CCP in 2024, but Governor Hobbs vetoed his bill,” Lucci told National Review, adding that nine other states—Texas, Arkansas, Kansas, Nebraska, Florida, Tennessee, Idaho, and soon Louisiana—have adopted similar measures with bipartisan support.

Lucci warned that Hobbs’s vetoes leave “Arizonan DNA exposed to a blacklisted CCP military company tied to genocide and involved in building genetically targeted weapons to harm Americans.”

Concerns are heightened by BGI’s reported ties to the People’s Liberation Army and experiments on minority groups, with figures like Sen. Tom Cotton and former Rep. Mike Gallagher flagging risks to national security, including potential bioweapons development.

Pattern of Vetoes and a Partial Reversal

Hobbs’s vetoes extend beyond genomics, as she also rejected bills this session banning Chinese-manufactured telecommunications technology and further restricting land purchases by CCP-linked entities.

She argued the telecom bill’s “broad language would create undue difficulty for the business community and generate costs to taxpayers” and cautioned that the land purchase bill could lead to “arbitrary enforcement.”

Lucci called her record unmatched, stating, “She has vetoed more legislation that would protect her state against the CCP than any other governor in the country,” noting some vetoes coincided with FBI arrests of CCP scientists for bioweapon-related activities.

In a rare shift, Hobbs signed the Arizona End Organ Harvesting Act last month, barring insurers from covering transplants involving Chinese organs, after vetoing it the previous year.

However, her office has not responded to National Review’s requests for comment, and her consistent rejection of other anti-China measures continues to fuel criticism that she is undermining Arizona’s security.
