Americans are struggling to make ends meet. But this administration doesn’t seem to care.
And now Biden-Harris were caught funneling millions to Chinese communists for this sinister purpose.
The Biden-Harris administration continues to funnel taxpayer dollars into questionable projects, this time awarding tens of millions to a left-wing nonprofit with troubling ties to the Chinese Communist Party (CCP).
A Daily Caller News Foundation (DCNF) investigation revealed that the Vermont-based Institute for Sustainable Communities (ISC), which received $60 million in grants, operates a China office under the supervision of a CCP foreign influence operation.
In 2023, the Environmental Protection Agency (EPA) announced that the ISC would serve as a “national grantmaker” for environmental justice projects and a “technical assistance center” for small environmental nonprofits seeking federal grants. But the ISC’s involvement in China is far from innocent.
Its office there is closely linked to the Chinese People’s Association for Friendship with Foreign Countries (CPAFFC), a notorious CCP propaganda tool. Moreover, the ISC has worked with Energy Foundation China (EFC), an environmental nonprofit with deep ties to the Chinese government.
The ISC’s work in China has not only bolstered the CCP’s international climate image but has also pushed for stronger U.S.-China governmental ties and justified the CCP’s environmental actions.
According to their website, the ISC has been active in over 30 Chinese cities since 2007, working with Chinese municipal governments to shape national environmental policy and reduce pollutants.
In 2020, the ISC formally established a “Beijing representative office,” requiring it to operate under the watchful eye of CCP authorities, including mandatory registration with Chinese security services.
The nonprofit’s relationship with CPAFFC, identified by both the Trump and Biden administrations as a key player in the CCP’s foreign influence operations, only underscores the troubling nature of this partnership. As former Secretary of State Mike Pompeo noted when terminating U.S. ties with the U.S.-China National Governors Forum, CPAFFC’s goal is to “undermine” American interests in favor of CCP objectives.
The ISC’s collaboration with CPAFFC echoes the CCP’s broader strategy of using international environmental nonprofits to advance its agenda. The Jamestown Foundation, a China-focused think tank, has long documented the Chinese government’s efforts to co-opt such organizations.
As Republican Rep. Mike Gallagher, Chairman of the House Select Committee on the Chinese Communist Party, bluntly put it, these influence-building operations turn outsiders into “useful idiots.”
The ISC has also received nearly $400,000 from EFC, a U.S.-based nonprofit with an office in Beijing, between 2019 and 2022, as confirmed by EFC’s tax filings. EFC itself is no stranger to controversy, with several of its leadership members previously serving in the Chinese government.
The ISC and EFC have partnered on various climate-related projects in China, including financially supporting a “quality certification center” for near-zero carbon emissions zones and hosting climate seminars. These projects have promoted deeper ties between Chinese and foreign cities, while echoing CCP-approved narratives on environmental issues.
The ISC’s troubling alignment with China doesn’t stop there. The organization has praised China’s environmental policies, even quoting Chinese President Xi Jinping’s 2021 United Nations speech pledging to reach net-zero emissions by 2060.
The ISC has gone so far as to claim that China’s environmental initiatives, part of the CCP’s so-called “ecological civilization” vision, could serve as a global model.
Unsurprisingly, the Biden-Harris administration has remained silent on the ISC’s close ties to the CCP.
The Inflation Reduction Act’s Environmental and Climate Justice Block Grants provision provided $50 million of the $60 million awarded to the ISC, raising serious questions about where taxpayer money is going and who stands to benefit.
While the ISC claims its international work is separate from its U.S. program, it’s clear that the lines between serving U.S. interests and promoting CCP propaganda are becoming dangerously blurred.
Despite the administration’s attempts to downplay the nonprofit’s connections, the truth about the ISC’s China activities is slowly coming to light—and it doesn’t look good for the Biden-Harris agenda.
