Officials confirmed these could have caused serious injury or death.
The incident unfolded during dueling protests outside Gracie Mansion, the official residence of New York City Mayor Zohran Mamdani. Two Pennsylvania residents—18-year-old Emir Balat and 19-year-old Ibrahim Kayumi—were arrested after allegedly hurling the devices at protesters. Investigators are examining the suspects’ recent extended travels to Istanbul, Turkey, and other locations, which may provide further context to their radicalization.
New York City Police Commissioner Jessica Tisch affirmed the collaborative effort: “The NYPD is working on this investigation with our partners at the U.S. Attorney’s Office for the Southern District of New York and the FBI through our Joint Terrorism Task Force.”
